And Libya is in third place ($21.7), which has experienced political instability and civil war.
This is followed by India ($22.2), known for one of the cheapest labor forces in the world today. It is followed by Afghanistan ($23.4), Kenya ($24.6), Bangladesh ($24.8), Syria ($25), Madagascar ($25.5) and Rwanda ($25.8).
