In Italy, there are about 600 thousand properties for short-term rental, intended mainly for tourists. This segment generates significant revenue, but still suffers from large-scale tax evasion by owners. To remedy the situation or at least strengthen control, the Ministry of Tourism has introduced a number of new rules that came into force on September 1, 2024.
The main measure was the introduction of the National Identification Code (CIN), a kind of sign that should be visible inside the facility and in its advertisements on all specialized online platforms. Let's take a closer look at how you can get a CIN and what the requirements are.
What is the essence of the changes
New short-term rental rules were introduced in early September 2024, although in some regions, such as Friuli-Venezia Giulia, Tuscany, Lazio, Umbria, Campania, Basilicata and the autonomous province of Trento, a pilot project was launched on August 28. In these regions, the early implementation of CIN has improved national procedures, although the Ministry estimates that it will take about a year to complete this process.
Tourism Minister Daniela Santanche stressed the importance of the measures taken, noting that CIN is "a key tool for coordinating and managing accommodation data" as it is "designed to regulate the sector, not criminalize short-term rentals."
According to the minister, in some regions of Italy, where there are not enough hotels, short-term rentals are necessary to meet the demand from tourists.
How do I get a CIN for a temporary lease?
The process of obtaining a CIN is aimed at conducting a national inventory of facilities used for short-term rentals and eliminating problems with tax violations. To get it, owners need to apply online. For those who already have a regional or provincial code, it remains only to update it through the database of the Ministry of Tourism (Bdsr) to the new CIN.
If the code is missing, you will need to access the Bdsr using a digital identifier (Spid or electronic identity card) and enter all necessary information.
Consequences of non-compliance with the rules
Violation of these conditions may result in significant fines. For the absence of a CIN, fines range from 800 € to 8,000 €, and for its incorrect display — from 500 € to 5,000 €. Also, for non — compliance with security requirements, you can receive a fine from 600 € to 6,000 €, and for renting more than four objects without registering business activities — from 2,000 € to 10,000 €.
