The Grand Duchy with a multilingual environment attracts potential migrants with economic stability, low taxation, and social benefits. Attention!

The country does not recognize the right of soil. In the case of the birth of children from non-residents, the civil status is not assigned. Heirs are legalized in Luxembourg together with their parents on one of the grounds. A year before submitting the dossier to the authorized body, the family must permanently reside in the territory.

Residents of the monarchy, after the settlement qualification, have the right to issue internal cards and passports with digital information for visa stamps. Eligibility criteria:

  • the majority of candidates; 
  • permanent residence in the territory, with the exception of persons applying for citizenship upon repatriation; 
  • language proficiency; 
  • no problems with the law in the country of birth; 
  • compliance with visa policy; 
  • provision of truthful information; 
  • absence of serious illnesses.

The procedure consists of 4 steps:

Upon arrival in the country, they request a residence permit for one of the reasons from the Immigration Service of the Ministry of Justice on the website Guichet.lu.

Fingerprinting

After reviewing and approving the residence permit dossier, they receive invitations to submit biometric data. Then the fees are paid, and after about 1-8 months, plastic cards are taken away for a year. A couple of months before the deadline, documents are re-collected and legalization is extended on the migration portal for 3-5 years.

Passing the tests

During the naturalization period, candidates are required to take 24 hours of paid classes at a linguistic school and confirm their understanding of the language by ear. In parallel, they attend free lessons on history, the state system, law, and study the duties of subjects of the monarchy.

Obtaining citizenship

The application is submitted to the registry office of the commune at the place of residence. The order is ready 8 months after submission. Upon successful completion of the process, the relocators are notified by letters and invited to receive their passports at the office.

In total, the period for obtaining citizenship from the moment of opening a residence permit to obtaining a passport is about 6 years.

Luxembourg Citizenship Law

The country is governed by the laws «On Movement and Immigration of 2008», «On Luxembourg Citizenship» of 2017. They assign responsibility for the visa policy and the adaptation of relocants to the relevant Department. For integration, the authorities are obliged to open language schools, conduct civic education courses, and study days to study culture and social life.

In 2022, after the revision of the second law, an amendment appeared on the issuance of a passport of a citizen of Luxembourg to foreigners by option. She simplified the procedure and shortened the processing time of documents. Obtaining dual status has been possible since 2009. It is issued on the condition that agreements are concluded between the countries within the framework of diplomatic cooperation. The monarchy does not recognize the duties of new subjects in relation to the first state, which demonstrates the priority of the European status.

Foreigners become subjects of the Grand Duchy without renouncing the first status. If they live in two countries, they are obliged to notify the FMS within 60 days in order not to pay an administrative fine. 

Passport documents

Candidates are required to collect a package of papers, translate them into Luxembourgish, French or German, apostille the certificates and submit them to the registry office of the commune at the registration address. List:

  • a completed printed application form;
  • copies of the pages of the passport;
  • a brief biography;
  • a scan of the permanent residence card;
  • a certificate of non-conviction with an apostille;
  • financial balance;
  • certificates of integration and language courses;
  • metrics for minor children.

If we are talking about custody, you will need the permission of the supervising judge.

If there are no certificates in the folder, the inspector sends a message with a request to inform within 3 months. In case of refusal of the status, applicants have the right to appeal the decision in court for 36 weeks.

How much does a Luxembourg passport cost

You can find out which countries you can travel to without a visa in 2024 and check the current prices on the official website. Price list:

  • taking the test – 75 €; 
  • state fee for a plastic card – 5-14 €;
  • registration fee – 50 € for adults and 30 € for children;
  • transfers – 100 €;
  • biometrics – 80 €; 
  • notary services – 60 €.

The period of registration of an identity card takes 10-12 days. In case of emergency, it is issued the next day after payment at an increased rate (50 €). The legal procedure as a whole involves a complex step-by-step process. To increase the chances of success, it is important to take into account amendments to regulations and the requirements of the authorities. The participation of a lawyer with a specialization in international law in the process minimizes the likelihood of rejection.
