Benefits of a Passport

The document with the assessment of freedom of movement 140 in the international ranking of strength takes 32nd place. It opens borders to 88 visa-free countries. In 39 more jurisdictions, owners apply for a permit upon arrival. The passport allows one to live in the Schengen area, East Asia, 10 years in America on long-term visas (B-1/B-2) 180 days annually.

Since 2021, residents have been issued new samples in dark blue covers for 6 months. The laconic design is made in the concept of the countries of the Caribbean Communities. The front side is decorated with a golden coat of arms and the Caricom logo.

Adults are issued documents without physical presence on the island for 10 years. The status opens up new prospects for relocants and financially secure families.

How to get a Dominica passport?

The migration policy of this small state is aimed at increasing demography, attracting foreign capital to the economy.

Legal status is issued to immigrants on various grounds:

  • By naturalization. Residents of Caricom countries receive Dominica citizenship on preferential terms. For them, the adaptation period is reduced to 5 years. For the rest, the waiting period is extended by 7 years.
  • By soil filiation and birth. It gives the right to automatically inherit the status of children born in the territory and those who have parents with Dominica passports. If the identity of the mother is not established, the status is assigned at the request of the social service. The law applies to adopted children born abroad from Dominicans.
  • By marriage. Issued when staying in the territory for 3 years after the official receipt of the status, compliance with local laws.
  • Investments. The Caribbean microstate has been selling perpetual “golden” visas without naturalization since 1993 for subsidies to the EDF Fund for the purchase of real estate.

How to get the Dominican document?

The process begins with the issuance of a long-term visa for work, study or business travel at a diplomatic mission. On the spot, foreigners issue a residence permit in the Ministry of National Security, annually extending it until the end of the naturalization period.

Stages of obtaining a passport:

  1. To collect a file on the citizenship of Dominica, foreigners hire a licensed promoter, sign a client agreement. The services do not directly cooperate with individuals. 
  2. The agent checks the documents, certifies copies, and draws up an affidavit. The file is sent for verification for reliability, transparency of the origin of capital, overdue loans. The family members indicated in the application at the age of 12+ are also subject to control. The procedure lasts up to 5-12 months. 
  3. After approval in principle, sponsors invest in the Fund or real estate. Based on the transfer of funds, payment of fees in a month, everyone receives a biometric passport.

Dominica Citizenship Act

In work with foreigners, the authorities are guided by the 1993 legislation "On Citizenship". It was created on the basis of Art. 101 of the Constitution of the Commonwealth of Island States. In a country with a parliamentary democracy, it became the basis for the adoption of legislation in 1978 regarding the acquisition of residence in exchange for investment.

Sections 8 and 9 state that participants in CBI programs immediately receive certificates of naturalization and passports.

Changes

In 2024, certain items were adjusted and supplemented. The Regulation establishes new investment thresholds, key conditions, and criteria for selecting applicants. Since August, candidates are required to pass paid interviews in person or remotely. Separate paragraphs spell out the reasons for possible failures, the obligations of licensed agents.

Documents for the passport

Dependents under the age of 18, financially dependent adult children under the age of 30, and parents receive it on an equal basis with the applicants. Standard requirements: no criminal records and open cases, no sanctions/ restrictions on entry into the countries, the USA, the UK.

Mandatory documents for the passport of a citizen of Dominica:

  • application No. 12 in two copies;
  • scans of passports, marriage and birth certificates, driver's licenses;
  • financial reporting document for one year; 
  • diploma/ scientific degree; 
  • CV and letter addressed to the Minister;
  • biometric finger identification;
  • medical certificate/ questionnaire for applicants 12+;
  • lease agreement/ residential address;
  • professional recommendations; 
  • a certified declaration of income origins;
  • police certificate; 
  • tax statements; 
  • a certified Statutory Declaration;
  • receipts of fees.

A statement on the support of dependents included in the application is attached to the file. The full list depends on the grounds and investment method. In the case of real estate, a sale-purchase contract is required. When making direct grants to the Diversification Fund, applicants shall attach investment agreements.

How much does a Dominica passport cost?

CBI programs generate 55% of revenue and create a specific business environment in the island nation. Inverters can make non-refundable subsidies to EDF to support educational, sports, tourism projects. The participation price is $200,000 for one and $250,000 for a family of 4. In the case of attracting financially dependent dependents, the fees increase.

Alternative option

An alternative option for participation is the purchase of real estate or a share in a five-star hotel building from an approved list without the right to sell the goods for 3 years. Sponsors receive rental income. This option of participation involves the return of capital in full. The state fee for Dominica citizenship is $75,000. When choosing an option with a non-refundable investment, sponsors do not pay it. 

Total costs increase in proportion to the number of participants. For each dependent under the age of 18, the surcharge is $25,000, the next of kin is $40,000. For a family of 4, you need $100,000.

Additional payouts in USD:

  • interviewing – $1,000;
  • application processing – $1,000; 
  • agent services – $1,100; 
  • certificate of naturalization – $500;
  • verification of the applicant's reliability/ trustworthiness – $7,500, $4,000 for the rest;

The investor is responsible for fully financing the options. When transferring the amount from another country, the additional bank fees are paid. Payments equivalent to the amounts in the country are accepted in euros and pounds sterling.

After 10 years, adults apply for passports' renewal 2 months before the deadline at the Dominica Immigration Department or Consulate. The price of the service is $360. Representatives of Yemen and 10 other countries the status is not formalized in general for security reasons. The exception is applicants with 10 years of residence in other countries.
